Nobody is locked out. Every legal ladder starts with work that needs no money, no licence and no boss. Every illegal ladder starts with something free too: leaves you can pick, a register you can rob.
Money is not the point. This is a roleplay city. The residents who do well are the ones other people want in the room, and crime pays best for those who treat it as a story, not as a way to farm cash.
