It is built on The Bible v1.0 (last revised 2 September 2026), the city’s economy figures from September 2026, the build report of 4 September 2026, and the owner’s confirmation on 1 October 2026 that dispatch is live and that the department is medical only for now. The kit and the treatment steps are written from the standard features of the EMS system the city runs, and could not be checked against the live settings. Rules numbered EMS are new department standards proposed in this draft. Section numbers such as §5.3 point to The Bible v1.0.
