This guide is for everyone who wears a badge in Highrise City, from a first-day Recruit to the Chief. It covers what the job is, what you need before you can do it, the kit you carry, and how to run the scenes you will meet most: a traffic stop, a pursuit, an arrest, a crime scene and a robbery call.

Lines with a number, such as LEO-6.3, are department rules. Police command and city staff hold you to them, on top of the rest of The Bible. Step lists are how the department does the work.
