Know the rules the other side works under. They tell you when a robbery is a rule break to report and when it is roleplay to answer.

Answering the call
- Take the call in dispatch. The first unit stops out of sight of the door and reports what it can see.
- Set a perimeter: cover the exits from a distance. Do not rush the building.
- The most senior officer on scene takes command and names one negotiator.
- The negotiator makes contact and asks three things: who is inside, is the hostage unhurt, and what do they want.
- Trade for the hostage. A common trade is free passage out of the area in exchange for the hostage’s release.
- When the suspects leave, the pursuit follows chapter 8.
- Get EMS to the hostage, take a statement, and write the report.
LEO-12.1 The hostage comes first.
Nobody goes in while a hostage is under threat, unless the hostage is being hurt.
LEO-12.2 Keep your word.
A deal the negotiator makes is kept. If the negotiator promised a head start, the suspects get it.
LEO-12.3 Send what the scene needs.
The shift supervisor decides how many units go. The rest of the shift keeps covering the city.
LEO-12.4 Rule breaks go in a ticket.
If the robbers broke a rule, play the scene out and report it afterwards with video (§3.11, §8.2). Do not stop the scene to argue it.
