It is built on The Bible v1.0 (last revised 2 September 2026), the city’s economy figures from September 2026, the build report of 4 September 2026, and the owner’s confirmation on 1 October 2026 that dispatch, the MDT, the prison and bodycams are live. The kit list and the MDT and evidence steps are written from the standard features of the police systems the city runs, and could not be checked against the live settings. Rules numbered LEO are new department standards proposed in this draft. Section numbers such as §4.4 point to The Bible v1.0.
